Three People Found Guilty In Homicide Incident Of Shawn Singh On July 2, 2022

Three people charged in connection with the murder of 37-year-old Shawn Singh on July 2, 2022, have been found guilty.

The trial, held in Lindsay, concluded on Tuesday after three and a half weeks. 

37-year-old Eduardo ‘Tito’ Silva was convicted of second-degree murder, 30-year-old Jack Monine was convicted of manslaughter and accessory after the fact and 38-year-old Rebecca Silva was convicted of accessory after the fact in the murder of Singh.

Singh was shot and killed on July 2, 2022 at approximately 2 p.m. in the street in the Park Street and Sherbrooke Street area just after 2 p.m.

The then 37-year-old succumbed to his injuries despite life-saving measures by civilians, officers, EMS and medical professionals.

“This positive result comes after almost three years after the killing of Shawn Singh and is a testament to the hard work of investigators to identify and bring those committing violence in our community before the courts,” said Stuart Betts, Peterborough Police Chief. This shooting was a brazen attack in a public space.  It had far-reaching impacts on the victim’s family and public safety. I am proud of the dedication and hours of work from those in our Investigative Services Unit from detectives to victim services as this case took them from Peterborough to Toronto and Sault Ste. Marie.”

Silva was wanted on a Canada-wide warrant that the Peterborough Police Service obtained in August 2023. He was arrested following a joint operation between the Peterborough Police Service and Sault Ste. Marie Police Service.

At roughly 11 p.m. on Aug. 22, 2023, Silva was located and taken into custody after a two-hour stand-off with police at a Sault Ste. Marie residence.

Following his arrest, police obtained search warrants and conducted them at Silva’s Sault Ste. Marie residence.

“These investigations and trials show the partnership of the police service and the Crown to bring forward the best information for a jury,” said Betts. I am grateful to our prosecutors for their efforts in this case. Much of what the police do relies on a vigorous prosecution and together we are helping to ensure that healing can begin for Mr. Singh’s family. Outcomes such as this give the community a sense of justice being done.”

Sentencing is expected to be in the fall.

Peterborough Woman Charged With Fraud; $30,000 Stolen From Local Business

A 44-year-old Peterborough woman is facing a fraud charge in connection with money allegedly taken from a local business on Monday morning.

At roughly 11:30 a.m., officers were dispatched to the business and learned that an audit had revealed that just over $30,000 had been stolen between February and June.

The woman was arrested and charged with:

  • Fraud Over $5,000

The accused was held in custody and appeared in court on Monday.

Peterborough Man Arrested For Impaired Driving After Performing Multiple U-Turns At a Slow Pace

A 45-year-old Peterborough man is facing an impaired charge after an incident early Saturday morning.

At roughly 2:15 a.m., a general patrol officer in the area of George Street North and Sherbrooke Street noticed a vehicle stopped at a green light. It continued at an extremely slow speed before making a U-turn on George Street and then proceeded in the opposite direction.

The vehicle then made a second U-turn at the intersection of George Street and Sherbrooke, at which time it continued at a slow pace. The officer conducted a traffic stop. After speaking with the driver, the officer noticed signs of impairment.

The man was arrested and charged with:

  • Operation while impaired - blood alcohol concentration (80 plus)

The accused was issued an automatic 90-day license suspension and a seven-day vehicle impoundment.

The accused was released on an appearance notice and is scheduled to appear in court on July 22.

Peterborough Police Seeking Suspects Attempting to Lure Boy Into Their Van

The Peterborough Police Service has been made aware of a luring incident in a west-end neighbourhood on Wednesday.

At roughly 8:20 p.m., a family walking in the area of Glenforest Boulevard and Keppler Crescent reported that two people had approached their son in a white van who asked him to get into the vehicle.

The boy refused and returned to his parents, who were walking behind.  The van then took off at a high rate of speed. 

The vehicle was described to police as a white van with tinted windows.

Vehicle Theft Suspect Jumps Curb to Avoid Spike Belt

To add another piece of attempted thefts of Toyota-brand vehicles that have occurred over the past few weeks, Peterborough Police are seeking a driver who jumped a curb to avoid a spike belt early Wednesday morning.

At roughly 2:50 a.m., officers were called about a suspicious vehicle in the subdivision at Parkhill Road West and Chandler Crescent where a Toyota Highlander was being targeted.

As officers approached the house, a person was spotted jumping into the passenger seat of a black BMW SUV that fled at a high rate of speed. Officers had set up a spike belt at the subdivision entrance; however, the suspect vehicle jumped the curb, crossed a front lawn and then sped off westbound on Parkhill Road. 

The suspect is described as:

  • Black male, 

  • Approximately 6'

  • Wearing black top 

The suspect vehicle is described as:

  • Black

  • BMW

  • SUV

  • No license plate

Between midnight and 8 a.m. on May 29, three incidents, including one attempted theft and two stolen vehicles, were reported to police. One vehicle was taken from the University Heights Boulevard and Water Street area. It was located the next day in Toronto.

There was an attempt to steal a vehicle in the Parkhill Road West and Chandler Crescent area and a third vehicle was stolen from that subdivision. The investigation revealed that the stolen vehicle was taken to the Lily Lake Road subdivision, where the GPS was disabled before both the stolen vehicle and the suspect left the area.

In each of the incidents, the vehicles were Toyota-brand vehicles.

The focus remains on Toyota vehicles, primarily trucks and larger SUVs. The Peterborough Police Service is working with other police jurisdictions and is asking residents with these vehicles to be extra vigilant.

Police say to consider taking the following precautions:

  • parking another vehicle in front of the vehicle or in your garage, if possible, to make it difficult for thieves to drive off

  • if your vehicle comes with a tracking system, please make sure it is installed and activated

  • using a theft deterrent device

Peterborough Police Charge Low-Speed Vehicle Driver

A low-speed vehicle (LSV) driver in Peterborough has been charged for operating it on a city street on Monday.

Around 11:30 a.m., officers stopped the vehicle in the Barnardo Avenue and O’Carroll Avenue area.

The driver was charged under the Highway Traffic Act Regulation with:

  • Drive LSV not in accordance with the regulation

  • Owner operate a LSV on a highway with no insurance

Peterborough Police Service Traffic Management Unit Officers remind the public about the rules around low-speed vehicles.

Low-speed vehicles are defined as:

  • designed for use primarily on streets and roads where access and the use of other prescribed classes of vehicles are controlled by law or agreement,

  • travels on four wheels,

  • powered by an electric power train (an electric motor and, if present, a transmission) that is designed to allow the vehicle to attain a speed of 32 km/h but not more than 40 km/h in a distance of 1.6 km on a paved level surface,

  • not using fuel as an on-board source of energy, and

  • having a GVWR of less than 1 361 kg; 

“The Traffic Management Unit has learned in some cases these vehicles are being called ‘enclosed mobility devices’ which is not correct,” according to a statement in a press release. “As they are considered low-speed vehicles they can only be operated on municipal roadways if the municipality has a by-law allowing for such activity.  In Peterborough, such a by-law does not exist, therefore anyone using them on roadways will be stopped and could face charges under the Highway Traffic Act Regulations.”

Anyone who operates an LSV on a highway may be subject to an automatic court appearance in the form of a summons, with fines ranging from $250 to $ 2,500.

Peterborough Woman Charged With Drug Trafficking After Traffic Stop

A 54-year-old Peterborough woman wanted on a warrant is facing drug possession and trafficking charges after a traffic stop on Tuesday morning.

At roughly 1:40 a.m., a general patrol officer in the Rubidge Street and Sherbrooke Street area conducted a traffic stop. While conducting the traffic stop, the vehicle passenger was found to be wanted on an outstanding warrant related to previous driving offences and taken into custody.

During a search after the arrest, officers seized a bag belonging to the passenger and found:

  • 120.4 grams of Cocaine

  • 10 pills

  • Just over $900 in Canadian Currency

The woman was arrested on the strength of the warrant and further charged with:

  • Possession of a Schedule I substance for the purpose of Trafficking – Cocaine

  • Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs

  • Possession of proceeds of property obtained by crime under $5000 - in Canada

The accused is being held in custody and is scheduled to appear in court on Tuesday.

Two Suspects Sought After Assaulting a Man Sleeping On a Park Bench

The Peterborough Police Service are seeking two suspects who assaulted a 62-year-old man sleeping on a bench at Del Crary Park early Saturday morning.

At roughly 3:45 a.m., officers were called to Del Crary Park. They discovered that two younger men had assaulted the victim, woke him up and a physical altercation took place. The victim was taken to Peterborough Regional Health Centre for treatment of his injuries. 

The suspects were described to police as:

Suspect #1:

  • White male, 

  • 18 to 20 years

  • Slim build

  • Short hair

  • No shirt on at time of incident

  • Riding a bicycle

Suspect #2:

  • White male

  • 18 to 20 years

  • Slim build

  • Short spikey hair

  • Dark shirt

  • Riding a bicycle

Peterborough Man Charged With Theft After Going Through Cars In Two Incidents

A 28-year-old Peterborough man is facing theft charges after an incident Thursday afternoon.

At roughly 1:45 p.m., officers received reports of a man going through cars in the Westcott Street and Aylmer Street area. They located a man matching the description given to police and took him into custody.

During the investigation, it was learned that the same person was wanted in connection with a similar incident earlier that day in the Rubidge Street and Sherbrooke Street area. 

The man was arrested and charged with:

  • Theft Under $5,000 X2

  • Fail to Comply with Probation X2

The accused is currently bound by a probation order with the following conditions: to keep the peace and be of good behaviour.

The accused is being held in custody and will appear in court on Friday.

Peterborough Police Warn Public of Surfacing Bank Investigator Scam

Officers with the Peterborough Police Service Fraud Unit are warning residents after reports of a bank investigator scam and attempted fraud, reported Thursday.

Police say the incident happened at the end of April. The scammer called the potential victim and claimed there was suspicious activity on their debit card. They offered to have a company called ‘Trans Union Investigative Service’ track where and how the card was compromised and to do this, someone would be by to pick up the cards.

The potential victim thought this was suspicious and said no. However, the scammer called back and said there was more suspicious activity, the victim declined the service of picking up the cards for investigation again. The scammer called back a third time about suspicious activity and offered the pickup service. 

The potential victim agreed this time; however, when the person attended to the resident, the potential victim said no, and the man left.  No money was lost.

The person sent to pick up the cards was driving a large black SUV and was described as a male wearing a blue dress shirt, grey dress pants with a belt and brown dress shoes. He was mostly bald with a full, dark beard and bushy eyebrows. He had a medium build.
