Cavan-Monaghan Man Arrested For Luring Young Girls at Lansdowne Place and Prince of Wales School

Forty-three-year-old Scott Andrew Duncan of the Township of Cavan-Monaghan is facing 11 charges in connection with incidents involving young girls.

Police are investigating several incidents where Duncan allegedly approached young girls in public places and gave them sexually explicit notes. They occurred between July 10 and July 16 and happened at Lansdowne Place Mall and Prince of Wales School. 

Police were made aware of one incident on July 16 and started an investigation. That led to the discovery of several more incidents. Through further investigation, Duncan was identified, was located and taken into custody on Friday. 

Duncan was arrested and charged with:

  • Invitation to Sexual Touching x3

  • Criminal Harassment - Threatening Conduct x4

  • Make Sexually Explicit Material Available

  • Luring a Person Under 16 x3

The accused was held in custody and appeared in Weekend and Statutory Holiday court on Saturday, where he was remanded into custody until his next court appearance on Aug. 4.

To encourage more potential victims to come forward, the Peterborough Police released the accused’s name and photo in accordance with the provisions of the Community Safety and Policing Act (2019; 80(2).
