City of Peterborough Marks Modular Bridge Housing Community's Two-Year Anniversary

The City of Peterborough’s Modular Bridge Housing Community celebrated its two-year anniversary in November 2025.

Approved by City Council in May 2023, construction of the 50 transitional housing units was completed on Nov. 16, 2023 and residents began moving in on Nov. 27, 2023. 

A key feature of the Modular Bridge Housing Community is a service hub that helps residents access services, with on-site staff from the Elizabeth Fry Society available 24 hours a day, seven days a week. 

Since the project began, 12 residents have successfully moved from modular housing into stable housing in the community; half of those residents are from the Indigenous community, which typically experiences higher rates of housing instability and homelessness.  

Fifteen residents in modular housing are participating in an on-site work program, and two residents have secured employment in the community.  

The City received $2.5 million from the Province of Ontario’s Homelessness Prevention Program in 2023 to operate the site for two years.  

“I want to acknowledge the dedicated work of Councillors Alex Bierk and Keith Riel, our partners, staff, and frontline teams who have supported this project from day one,” said Mayor Jeff Leal.  “This anniversary is a reminder of what we can accomplish when we work together with compassion and purpose. As a City, we remain committed to building pathways to long-term, sustainable housing for everyone in our community.”

The Modular Bridge Housing Community remains at full capacity.  

“As we mark the two-year anniversary of the Modular Bridge Housing project, we want to recognize the meaningful impact this initiative has had in our community,” said Councillors Keith Riel and Alex Bierk in a joint statement. “Over the past two years, the project has provided stability and safety for residents on their path toward permanent housing. This is an important step forward in the right direction as we continue to find solutions and strengthen housing supports for people in Peterborough.”

Every day, we witness the real impact of what happens when compassion meets action, when people are given not just housing, but a chance to stabilize and rebuild their lives,” said Debbie Carriere, Elizabeth Fry Society executive director. The Crossing (formerly the Bridge Modular Housing Program) is our reminder that solutions can be found when we work together, proceed with empathy and compassion, and dare to try something new. The community we have built fosters growth, healing and hope every day.  Every milestone, whether it’s securing housing, reconnecting with family, finding employment, or simply regaining confidence, represents progress toward lasting stability.  Our program is about providing a safe place to land, a community that believes in you and sees your worth, and a chance to move forward, at your own pace, supported by people who care.”
