“We are confident that Rhonda Gilchrist possesses the combination of experience and specialized skills in non-profit housing, government funding, knowledge of the community and vision that will help our organization reach new heights,” said Stephen Kylie, TMCC Board Chair . “Rhonda has built a reputation as an innovator and change-maker in the non-profit sector, with key community relationships and a proven track record of success in fundraising. She is a highly capable leader, and the Board has the utmost confidence that she will advance the mandate of this organization for the benefit of our community. TMCC Board members are looking forward to working alongside her in the years to come.”

According to TMCC, with help from firm Crawford Connect, nearly 100 potential candidates applied for the job, resulting in six candidates being considered for the position. Crawford Connect narrowed the search down to four candidates to be interviewed and of these four, two were interviewed for a second time before deciding that Gilchrist was the best fit. A recommendation to hire Rhonda was unanimously approved by the Board on April 27.

Gilchrist has over 13 years of experience in the non-profit sector, including 8 years in a senior management role, advancing organizational performance and leading fundraising and revenue-generation efforts. Rhonda was Senior Director of Operations and Revenue Generation for the United Way of Peterborough and District prior to joining TMCC. Gilchrist has also been actively involved in volunteer activities with Peterborough Action for Tiny Homes. According to a press release, she was responsible for all financial operations, annual and monthly financial statements, monitoring project milestones, and leading the successful roll-out and maintenance of the organizational database.

Rhonda graduated with Honours in Business Administration from Durham College and with a degree in Computer Programming from DeVry Institute of Technology, Toronto.

“Rhonda joins the organization at an exciting time,” said Kylie. “We have ambitious mission and fundraising goals and she will be responsible for advancing TMCC’s mandate and to operationalize the core functions and achieve the overall objectives of our organization to bring it to the next level.”

“It is an incredible honour that the board has selected me,” said Rhonda Gilchrist. “The opportunity at TMCC is a very rare opportunity and their mission to reduce poverty and develop community, aligns with my hopes for our community. With the recent purchase of the Village on Argyle property and the proposed new build on Monaghan Road, I look forward to the exciting responsibility of expanding services to help make lasting positive changes in the lives of our low income community members and the impact it will make in our community.”

Mount Community Centre Purchases the Village On Argyle For Community Hub and Affordable Housing

As of Dec. 1, the Mount Community Centre has purchased the Village on Argyle to transform it into a non-profit community hub that addresses food insecurity and provide affordable housing, announced on Wednesday morning.

The Village was previously a college campus and served as a student residence covering more than six acres of land. The building is equipped with classrooms, lecture halls, a gym, an auditorium, offices, lounges, and a library, all accessible via an underground tunnel. It has a capacity of 260 people with 137 rooms and two private apartments.

“We know from numerous reports that Peterborough is facing a severe affordable housing crisis, marked by extremely low rental vacancy rates, rapidly rising rents, home prices outpacing income growth and a huge backlog for subsidized housing, forcing many residents, including families and vulnerable populations, into precarious or unstable housing situations,” said Stephen Kylie, Mount Community Centre board chair. “The Mount Community Centre believes that everyone deserves a place to call home and continues to pursue its vision of increasing the capital stock of affordable housing units in the Peterborough Area.

Upgrades to the facility are planned, with the Mount seeking to renovate the east and west wings into approximately 60 to 70 apartment units. However, the Mount will pivot on what renovations will occur depending on the demand of its tenants said Kylie.

“We have to figure out which tenants might use the dormitory concept,” he explained. “If nobody is interested in that, we're going to have to retrofit the whole building and create those self-contained apartments, so we'll be working on designs with the architect who has been identified today and work on a capital budget for doing that.”

The initial timeline for completing the project is three years but several factors could alter it according to Kylie.

“We'll do it incrementally based on availability of capital and construction times,” he said. “We’ll probably start with one wing, year one, we’ll get maybe 40 units going, year two, another 40 and by year three, it should be fully built.”

On July 2, the City of Peterborough passed a by-law amendment for 780 Argyle St. that would permit residential uses, community uses and neighbourhood-supportive non-residential uses, provided there is no association with a college or university. The City confirmed that the zoning by-law amendment will remain in effect from Aug. 5, with no objections.

“When we put our offer in to buy this place, our planner at the time said 'you should get the property rezoned' because we didn’t have the zoning we wanted,” explained Kylie. “We started the rezoning, it was concluded within a month. This property was rezoned for our anticipated purposes so that is huge cooperation.”

Due to the rezoning, conversations about prospective tenants can already begin said Kylie.

“We're working with one group, those clients could use the dormitory-style concept,” he stated. “They could actually move in today because the zoning is already in place but right now, we're working hard at getting the 'anchor tenants' so the health and social service agencies, we want to get them in here so we can build around them but they are also paying the commercial rents that we desperately need to get this project jump-started.”

The property purchase was another step in the right direction for affordable housing in Kylie’s eyes.

“As we announce the acquisition of The Village on Argyle, it is a celebration of the progress that has been made to date to address the issue of providing affordable housing in our community and the future growth of the Mount Community Centre redevelopment projects,” concluded Kylie.

The construction began in September 2014. The donation concludes the development of the Mount’s main building of seventy-nine apartments according to a press release.

“‘Operation Upstream’ as we call it, enables us to support unhoused and homeless people before they need more intense supports like those in our hospital system,” said Martin Pick. “In this way, we are helping others to a better place. We are pleased to contribute to the community with a gift to facilitate the completion of 11 more affordable apartments at TMCC.”

“These affordable apartments will have a positive impact in our community,” said Mayor Jeff Leal. “On behalf of the citizens of Peterborough, I want to thank Martin and Denise Pick for their outstanding generosity. As a former Minister of Agriculture, I developed a wonderful relationship with Martin Pick. Pickseed is a national and international leader in providing grass seeds and forages for the world’s agricultural community. The Mount Community Centre has improved the lives and wellbeing of so many people in our City, and this gift will allow them to make an even greater impact. This is clearly the second miracle on Monaghan Road.”

“We are humbled and beyond grateful to share that Martin and Denise Pick have made a generous donation to support the continued redevelopment of TMCC,” said Steve Kylie, the Mount Board Chair. “The Pick Family has a rich history of multi-generational philanthropy and the family name is synonymous with community building.”

Cameron, who is from Kingston, was visiting her grandparents and spent the weekend preparing for her fundraiser.

“It's never too early to teach children the value of empathy, volunteering, and charitable giving,” said Mike and Sue Gauthier, Cameron’s grandparents.

Mike is a manager at Stenson Family Market in Peterborough, where the lemonade stand was held.

Cameron provided free lemonade, chips and candies in exchange for donations to The Mount Community Centre to help them continue their work in the development of affordable housing and food security.

“Helping our kids experience the happiness that comes from giving to others is probably one of the most valuable ways we can nurture generosity in them,” said Gauthier. “By giving, children truly understand what kindness is and the importance of giving, not just receiving.”

“Children naturally love to help others, so getting them involved in donating to charity or volunteering when they are young is a great idea,’ said Stephen Kylie, Board Chairperson at The Mount Community Centre. “We sincerely thank Loretta and her family for their involvement in helping raise money for The Mount Community Centre.”
